The Central West End Neighborhood Security Initiative (CWE NSI) sent out their monthly update for September by email.

September 2013 NSI Report:
Don’t forget to register your bicycle with the NSI! Unfortunately there has been a handful of bicycle thefts this month. Many lost or stolen bicycles that are recovered by the Police Department cannot be returned to their owner because the serial number is not recorded or the bike is not registered.
If registered, the officer can identify the owner of the bicycle by the recorded serial number and description. If your bicycle is stolen, report the theft to the Police Department. Let them know that you have registered your bicycle with the Central West End Neighborhood Security Initiative. Keep your eyes and ears open…there have been a few reports of thieves breaking into vehicles, popping the hood, and stealing the car battery. Call the police to report all suspicious person(s) or noises.
Noteworthy Cases in September
- 9/17/2013 Charges were issued against Ruben Hicks for misdemeanor sexual misconduct 2nd degree. In August, Hicks was touching himself sexually in front of a restaurant near Maryland and Euclid. A witness called police but Hicks fled. The NSI cameras assisted in identifying the suspect. Hicks is a prior offender with multiple convictions dating back to the 1970’s. Judge Thomas Clark issued a neighborhood order of protection which directs Hicks to remain out of the CWE.
Court Updates
- Kenneth Butler was arrested and charged with 3 counts of Robbery 1st, 3 counts of Armed Criminal Action, Unlawful Possession of a Firearm, and Fraudulent Use of a Credit / Debit Device. These charges were the result of an incident in November of 2011 where he held victims at gunpoint and stole their belongings. Kenneth Butler pleaded guilty to these charges and was sentenced to 20 years in the Missouri Department of Corrections by Judge Thomas Grady.
- Tangy Jenkins was arrested and charged with Unlawful Use of a Weapon and Possession of Drugs. These charges were a result of an incident in September of 2012. Jenkins pleaded guilty and was sentenced to 4 years of probation by Judge Mark Neill. The judge also issued a neighborhood order of protection which directs Jenkins to remain out of the CWE.
- Marikay Roberts was found guilty of violating her probation in St. Louis County after committing a theft in the CWE. Roberts’ probation was revoked and she was sentenced to 4 years in the Missouri Department of Corrections by Judge Joseph Walsh II.
- Laron Eason was arrested and charged with 3 counts of Robbery 1st, 2 counts of Attempted Robbery 1st, and 5 counts of Armed Criminal Action. These charges were the result of an incident in the CWE in November of 2011 where Eason and his accomplice Deante Harris robbed the victims of their belongings at gunpoint. Laron Eason pleaded guilty and was sentenced to 20 years in the Missouri Department of Corrections by Judge Bryan Hettenbach.
- Deante Harris is scheduled to be sentenced on Friday, October 4th, 2013 at 10:00AM in division 16 at the Carnahan Courthouse before the Honorable Judge Bryan Hettenbach.

The Central West End NSI supports the proposal by Judge Jack Garvey for a special Gun Court Docket. The NSI sent letters of support to each of the judges of the 22nd Circuit. Unfortunately Judge Garvey’s proposal did not pass and was voted down by the circuit judges. STL Today covered the story, and can be viewed here.
