WPLNA MEETING ON TUES. 10/10/23  AT 7:00

The West Pine Laclede Neighborhood Association will meet on Tuesday, October 10  at 7 pm at Northwest Coffee, 4251 Laclede (at Boyle).  All are welcome!

Martha Bagnall will be our featured speaker. Martha will speak with us about the Inflation Reduction Act (IRA) and its pro-environment and money-saving features, particularly the numerous environmental and financial benefits that are available to homeowners interested in replacing home appliances; doing electrical upgrades; and the like.

The minutes from our September meeting and copied below and will be presented for approval at the upcoming meeting.  Please note that to save on paper and ink, only a minimal number of hard copies will be printed for review and approval, so you are encouraged to read the minutes on line prior to coming.

Meeting Minutes

September 12, 2023

7:03 PM Terry Werner called the meeting to order with introductions.

August Minutes were circulated for approval. Motion to accept August minutes: Approved.

Terry Werner gave a Treasurer’s report:

  • Checking:         $ 3,017.04
  • Savings:            $ 2,271.80
  • Time Deposit:    $ 4,473.41

We have 49 paid members.

Lorraine Simpson provided Beautification Committee Report

  • National Night out will be Tuesday, October 3rd.
  • There will be a neighborhood party near the cul-de-sac on West Pine.
  • Neighborhood Association will grill hotdogs and hamburgers, purchased with assistance by Special Business District.

Ron Coleman gave a report from the City:

  • Special Business District will purchase and install new picnic table at the Boyle Garden.
  • Beds at Laclede east of Newstead no longer has someone to care for this garden.
  • There is no water source. We are in need of volunteers to care for this area.
  • Lorraine and Yusef will talk further about this.

Yusef offers that there be a clear allocation and alignment of WPLA resources and SBD resources.

In next 1-2 months we will address Y2024 Budget.

Street Lighting Project

  • Work is underway on the long-awaited street lighting upgrade on the 4300 and 4400 blocks of Laclede.
  • Boyle and Newstead will follow at $500,000.

We are grateful for handicap accessible corners. Gap was filled with asphalt. Lorraine is wondering how long the asphalt will last.

Catherine asked about Stop sign at the north corner of Laclede and Sarah.  Ron Coleman has since responded to this in an email.

The stop sign is appropriately placed. Ron will inquire with City about adding a painted crosswalk.

Dug Feltch gave an update on lot of former home at 4143 Laclede.

  • They were able to recover forty of their beloved marrionnettes
  • All of Bob’s drawing books were retrieved.
  • The Kransbergs will provide more storage as items are retrieved.
  • There is a possibility of new condos or apartments being developed the lot.
  • Dug may be a resident.
  • Bob was made honorary alumnus of his alma mater Mehlville High School.
  • Dug presented a beautiful and moving tribute written on a framed photo of Bob from Mehlville High School.

Alderman Michael Browning gave a report:

  • Update on tax freeze for senior citizens in City:
  • Bill from State gave vague bill and allow municipalities to create own description of assistance.
  • This would drain needed City resources as we have a wide senior population.
  • Income cap on tax freeze for seniors who need most assistance. This will exempt school district and Zoo fundings.
  • This is viewed as a responsible implementation to this Bill.

Yusef Scruggs emphasized Parks Central Development to assist creation of a Special Business District north of Delmar. The primary need is for school funding.

There is a strong need to invest in families and young people in Central West End and in City.

The school district is exempted from the tax freeze. Mayor Jones has been taking the lead on protecting the schools’ receiving taxes.

Short term rental (Air Bnb and VRBO) regulation is underway.

Revision of the liquor license application process in underway. There will be more information to follow. Concern in CWE that licenses are obtained too easily.

A question was posed by Reese: What can be done about Renmore loudspeaker noise announcement by Walgreen’s?

Michael Browning and Ron Coleman are aware of the problem and are addressing this with the City.

Parking Permit update from Paul Nauert

  • 4300 Laclede restricted parking is now going to a license plate reader. The new system is being handled by Treasurer’s Office.
  • New visitor permit requires $2 permit.
  • Can a physical hang tag be issued for residents to give to visitors?
  • Michael Browning says that City is aware of this issue.
  • Paul Nauert has created a letter request to City to create a permanent hang tag. There was a motion to approve the letter sent to City by WPLNA.

Michael Browning requests that we include email stating that this motion was approved by WPLA.
